P8.1 Billion corruption – laced ‘Barangay Health Station’ project under Garin

Health Secretary Francisco Duque III was left appalled by the alleged massive corruption – linked school – based Barangay Health Stations (BHS) project amounting to P8.1 Billion during the last 2 years of Aquino administration’s term.

The BHS project, instantly linked to former Health Secretary Janet Garin, was to provide immediate medical care to the populace by supposedly establishing PHILHEALTH – accredited Health Stations in various barangays through public elementary schools.         

Considered with ‘high level of suspicion’, Secretary Duque assigned a special task force to probe extensively on alleged anomalies concerning the project’s procurement process, incomplete documents and implementation following Commission on Audit’s (COA) findings.

 In a press briefing, Secretary Duque told the reporters, “I have initiated an investigation on alleged irregularities in the procurement and implementation of the School-based Barangay Health Station Project. I tried to give the persons involved the benefit of the doubt.”

“I am beyond frustrated. I am saddened and disgusted that the Filipino people are being shortchanged by the very people who were supposed to serve them,” he pointed out.

An excerpt of COA’s Performance Audit report read as, “the project establishing 5,700 Barangay Health Stations (BHS) in public schools in 2015 and 2016 was obstructed by ineligible and non-workable project sites that were not fully validated before project contracting and implementation due to absence of specific guidelines. […] Delayed and non-completion of the total BHS contracted again impacts on the procured equipment which remain idle or undistributed to intended school-based BHS.”

Quite alarming as it already is, only 200 out of the 5,700 designated stations were completed and only 8 have complete set of legal documents, according to the DOH Task Force spearheaded by Undersecretary Roger Tong – an.

Tong – an also added that the majority of these stations were still under construction to date while others are nowhere to be found.

COA shall now conduct a Fraud Audit of the BHS project, through a formal request by Secretary Duque, including the Special Allotment Release Order that dated December 29, 2015 amounting to P9.3 Billion.

“Heads will roll. Big names, small names, past and present. There will be no sacred cows. Heads will definitely roll,” he said.

“First order of business is to clean our house from within. I will continue instituting changes, including reorganization, in the coming days,” Duque added.
