Anomalies of the Former Admin’s Php8.1-billion Barangay Health Station Project incites DOH Sec

Duque to plead for an investigation by the Ombudsman and COA.

Due to the billing and termination of contract that the J. Bros Construction submitted to the Department of Health (DOH) on the barangay health station project of former DOH Secretary Janette Garin, the current DOH Secretary Francisco Duque III noticed anomalies and righteously asked the Office of the Ombudsman and Commission on Audit (COA) to hold investigations and fraud on it.

It came to his knowledge that there were anomalies in the contract after noticing that the project was awarded to the aforementioned contractor despite having unverified sites.

“I am dismayed and in disbelief over the volume of irregular transactions happening at the department. Heads will roll…big names, small names, past and present. There will be no sacred cows,” the current DOH Secretary stated.

There was also the fact that the contractor was billing the DOH 2.9-billion pesos for the reported construction of 429 health stations, when in reality only 270 were actually built and only 8 of those stations had supporting documents to back them up.


What was saddening was that the project was aimed at promoting better access to primary care for the public by establishing 5,700 health stations throughout the country’s public elementary schools, never sought completion.

It was a complete fraud in the eyes of Duque which prompted him to send letters a letter to Ombudsman Conchita Carpio-Morales and COA Chair Michael Aguinaldo that asks their agencies to have this project investigated and go through fraud audit, respectfully.



In the meantime, Duque had UnderSecretary Roger Tong-an’s task force to look into the project, whom suggested that the contractor’s payment should be withheld.
