In a report from the Presidential Anti-Corruption Commission (PACC), smuggling activities in Ninoy Aquino International Airport (NAIA) Terminal 3 that are estimated to cost up to P10 billion was possibly used to fund terrorist activities and insurgents.

PACC Commissioner Greco Belgica said that the ongoing investigations on these smuggling cases revealed that a couple from Marawi City, spouses Abraham Mimbalawang and Bang-sa Mimbalawang, was allegedly involved in raising finances for activities of terrorist groups in the Philippines.

“The fund-raising activity was for illegal activities. They are part of a group that raises funds for certain groups. They could be terrorists, they could be insurgents,” Belgica said.

The couple had been travelling for over a hundred times in the past four years since 2014 with most of their destination being in Dubai and Thailand, possibly smuggling jewelry.



Despite their frequent travels, the couple were only apprehended back in May 5 at NAIA Terminal 3 along with Bureau of Customs (BOC) Supervisor Lomodot Macbando where they were found to be smuggling 1.9 kgs of gold jewelry with an estimated worth of P6 million.

There are seven others who were reported to be using the same “sundo” modus as the couple wherein the smugglers are met by a cohort at the airport who gets the contraband from them and facilitates their exit from the airport without having to pass through Customs examination.

“In our estimates, they raised P10 billion from their smuggling activities in an average used to finance terrorist activities. Probably, they have links, insurgents. The rest will be for further investigation of the PACC,” Belgica said.

The couple were also linked to former Justice Assistant Secretary Moslemen Macarambon Sr. who is the parent of the couple’s daughter-in-law with the Palace itself saying that he has “regularly been intervening on behalf of suspected smugglers of gold and other precious jewelry at the Ninoy Aquino International Airport.”

Howeverm Macarambon denies being involved in any of the couple’s illegal activities, even adding that he intervened when the couple and their family were held by BOC back in December 2017 and were told to pay P6-million in taxes for the jewelry with an assessed value of PHP7 million.


Macarambon merely sought for a recomputation until the tax was reduced to P1.38 million.
Other employees linked to the smuggling controversy come from Department of Justice (DOJ), BOC, Department of Finance (DOF), and the Department of Transportation (DOTr).

“A very big anomaly, so far the biggest and multi-billion anomaly which transpired not in this administration but during the Aquino administration. Tatlong klaseng projects ito, pinondohan ng (there are three kinds of projects which were funded) billions of pesos but there are ‘red flags,’” PACC Commissioner Manuelito Luna said.

These projects come from a realignment of public funds that were not covered by the General Appropritations Act.
