Ilang Pribadong Hospitals, Planong Alisin ang PhilHealth dahil kay Dela Serna

Iginigiit ng mga Regional Vice Presidents ng PhilHealth na kanilang kinakailangan ng isang permanenteng presidenteng may kakayahan at integridad na mamuno pagkat ngayo’y nalulunod ang ahensya sa kontrobersya. 

Bukod sa magarbong listahan ng travel expenses ng PhilHealth Interim Officer-in-Charge President and Chief Executive Officer (IOPCEO) Dra. Celestina Jude Dela Serna, malaking problema rin ngayon ang mga backlogs ng ahensya sa mga pribadong ospital na aabot sa pito hanggang siyam na bilyong piso, ayon kay Private Hospitals Association of the Philippines Incorporated (PHIHAPI) President Dr. Rustico Jimenez.

Ang pampublikong mga akusasyon ni Dela Serna

Ayon sa isang Joint Statement ng PhilHealth Regional Vice Presidents,

“IOPCEO Dr. Celestina Ma. Jude P. Dela Serna uttered vicious insinuations against PhilHealth officers, particularly Regional Vice Presidents, Implying corruption, collusion, and connivance with hospitals for unlawful financial gain, as well as extortion of “some officers”.



If Dr. dela Serna really believes in its merits, then she should put her money where her mouth is and immediately file the corresponding administrative, civil, or even criminal charges against the ‘culprits’.”

Kagustuhan ng mga Regional Vice Presidents ng PhilHealth na maging sibil si Dela Serna at hindi idaan ang mga reklammo sa trial by publicity. Bukod pa rito humihingi rin sila ng sagot ng IOPCEO sa mga utang ng ahensya sa mga pribadong ospital.



Utang ng Philhealth na tumutulak sa pag-disaccredit ng PHIHAPI

Dahil sa lumalaking utang ng PhilHealth, na nasa 7-9 bilyong piso, sa mga pribadong ospital naiiwan ang PHIHAPI sa desisyong i-disaccredit ang ahensya, sabi ni Dr. Rustico Jimenez ng Presidente ng PHIHAPI na,

“Nagpirma kami ng memorandum na iseserve namin ang lahat ng PhilHealth patients, so in this case, kung hindi na kami na-accredit edi we have every reason na hindi kami tumanggap. Sasabihin lamang sa pasyente, “eh wala na kaming accreditation sa PhilHealth, total di rin naman kami binabayaran.”

Kahit isang problema ito ng karamihan ng mga pribadong ospital ng Pilipinas, nasa kamay parin nila kung kagustuhan nilang isarado ang kanilang pinto sa PhilHealth.

Ang Philhealth naman ay amindong may pagkukulang sila sa mga ospital, backlogs ika-nga, at ginagawan na nila ito ng paraan.  Hiling lang ng ahensya na mabigyan sila ng listahan mula sa mga pribadong ospital upang kanilang mapagtugma sa kanilang listahan.



Sabi ng PhilHealth IOPCEO Dra. Celestina Jude Dela Serna na,

“Yung pagbabayad, pagproproseso ng mga claims ng hospital ay nasa regional vice presidents. Kaya kung medyo, siguro nagbabacklog sila which we saw in our HIDAC report, that there are regions that are paying 124 days. By law PhilHealth is allowed to process that claim and pay within 60 days.”

Iklinaro naman ni Gregorio Rulloda, Officer-in-Charge Senior Vice President at Chief Finance Executive ng PhilHealth na,

“Meron po tayong sapat na pangbayad at ito po sa as of december 21 2017, meron po tayong investment for polio around 123-billion pesos. So sapat po ang pagbabayad, ang kailangan lang po namin ay ang maproseso ang claims na nasa amin at tsaka ang darating na claims.”

Mayroon mang pambayad ang PhilHealth, binibigyan ng mga PHIHAPI ang ahensya hanggang sa dulo ng Mayo upang maaksyonan ang lumalaking utang.

Skandalo ng CEO ng Philhealth

Hiningi rin ni Dela Serna ang pagkakataong makausap si Pangulong Rodrigo Duterte upang kanyang maipagtanggol ang kanyang sarili sa nadiskubreng halos isang-milyong pisong gastusin ng kanyang mga biyahe.

Bukas raw sa usapan ang IOPCEO at idinidiin niya na walang iligal sa kanyang mga nireimburse sa kanyang ahensyang pinamumunuan.
